The Government will argue there is a significant road safety investment programme underway, with a range of safety upgrades to existing infrastructure, but there doesn’t appear to be any Government announcement on specific school-focused walking and cycling safety investment.

Failed to deliver. ( To be fair this is a very general and wishy-washy goal so how can anyone say whether or not it has been achieved?)

Only thing close to delivery is the Learning Support Plan, which is sparse and inequitable.
