Broken promise:

Hasn’t been raised for many months because despite its populist appeal the Government hasn’t been able to find a credible way to introduce one without trampling all over trade and other agreements with countries New Zealand does business with. On 19 November David Parker finally said in a statement “Responding to concerns about overseas investment in water bottling, the Government will also require consideration of the impact on water quality and sustainability of a water bottling enterprise, when assessing an investment in sensitive land.”

This might be addressing water bottling in a roundabout way, but it’s got nothing to do with what this Government promised to deliver.

Promise: Improving Waterways

“Our lakes and rivers need to be protected and restored, which can only happen if all water users and the government work together. The government will offer young people without jobs the opportunity to work to improve the health of this country’s waterways, with the aim of restoring them to a swimmable state within a generation.”
