There are zero ships at anchor in Tauranga harbour. Ships are berthed in the harbour, not at anchor. Outside the harbour is where ships anchor between Motiti Island and almost to Bowentown. 

Imagine the carnage as 17 ships at anchor in the harbour turn with the tide and smash into each other and get their anchor chains tangled!
